    I do some messing around with graphical arts. (Included sample below, you can use it if it's true)

    The easiest program to use for vector graphics is Inkscape. It's simple, easy, and has more novice-user available options than Illustrator does. Plus it's much more complex in what you can do, but easier to do what you want without any hassle. It even supports layers (using XML).

    I recommend Inkscape to: Private Artists, Educational Orginizations, Open-Source Enthusiasts Who Have To Have Everything Open Source, Public Artists, Government Officials, Cartoonists, and, last but not least, those who need a easy, simple button/logo graphic quickly with no hassle. I made the thing below in less than 2 minutes.
